Board members

The Board consists of six remunerated part-time members who are independent of the mobile sector. All Board members are members of ICSTIS' Committee and IMCB Ltd is a subsidiary of ICSTIS Ltd. More details about ICSTIS - the premium rate regulator - can be found at www.icstis.org.uk.

They meet, as a full Board, approximately four times a year to discuss issues and policy and all other areas related to the running of IMCB.

The current Chairman of the Board is Sir Alistair Graham.

Sir Alistair Graham, Chairman

Sir Alistair Graham

Sir Alistair Graham is currently Chairman of the Committee of Standards in Public Life and Chair of the Independent Mobile Classification Body. He is also Chairman of the British Transport Police Authority. Previous to this he was Chairman of the Police Complaints Authority. After twenty years as a Civil Service trade union leader, Sir Alistair was Chief Executive of the Industrial Society (now the work foundation) from 1986 to 1991. He went on to become Chief Executive of Calderdale and Kirklees Training and Enterprise Council, before transferring to Leeds where he pursued the equivalent role in the Leeds Training and Enterprise Council until 2000. Between 1997 and 2000, Sir Alistair also served as Chairman of the Parades Commission for Northern Ireland.

Mary Symes

Mary Symes

Mary Symes worked in the legal departments of two major industrial companies after training as a barrister. Following a family career break, she was involved in project management and fund-raising activities for both charities and businesses. More recently, she has been a Citizens Advice Bureau worker and has dealt with social policy issues at local CAB level and for the National Association of Citizens Advice Bureaux. She is the Chairman of the Bailey Housing Association and is a non-executive director of Queen Victoria Hospital NHS Trust.

Stephen Locke

Stephen Locke

Stephen Locke has wide ranging experience of consumer protection and regulation, and has held posts at senior levels in both public and private sectors. He is a Board member of the National Consumer Council, and is a member of the Financial Services Authority's independent Consumer Panel. Until the summer of 2003 he was the project director charged with the preparations for Ofcom, having previously been Director of Advertising and Sponsorship at the Independent Television Commission. In the 1990s, Stephen was Director of Research and Policy at Consumers' Association; he has also worked in management consultancy and as a civil servant in the Treasury, where he was Nigel Lawson's private secretary in the early years of the Thatcher government.

Mike Tully

Mike Tully

Mike Tully has spent 10 years in a wide variety of posts at the then Department of Health and Social Security, dealing mainly with issues of social policy and including a tour of duty in the Secretary of State's Private Office. After a two-year secondment to the British Printing and Communication Corporation, Mike was appointed Publicity Controller for Mirror Group Newspapers (MGN). He then spent eight years running Broadsystem, a leading pioneer of premium rate services and a subsidiary of News International. This was followed by a spell as Director of Telecommunications at the Direct Marketing Association, until he was invited by MGN to set up a new service provider, Voice Media, which rapidly flourished as a market leader in the media sector. He is now a consultant in the field of media promotions and the gambling sector.

Sara Nathan

Sara Nathan

Sara has had a wide range of experience in both the broadcasting and regulatory worlds, firstly with BBC Television and then BBC Radio, culminating with a period as Editor of Channel 4 News and board member of ITN. She is a board member of Ofcom, the Human Fertilization and Embryology Authority, the Regulatory Decisions Committee of the Financial Services Authority and the Criminal Injuries Compensation Appeal Panel.

Nicholas Higham

Nicholas Higham

Nicholas has a wealth of experience of the legal and regulatory frameworks for the communications sector, both in this country and internationally. He is a solicitor and previously led the telecommunications and technology practices of a large City-based law firm. He also has extensive experience of intellectual property law, data protection and e-commerce.
